David Powell, Director & Senior Consultant

As Director & Senior Consultant, David Powell participates in a wide range of custom projects for clients. Having worked in publishing for 40 years, 20 of them with Outsell/EPS, he has substantial experience in a number of areas. His responsibilities include acting as project leader, working in a supporting role with other consultants, and taking responsibility for quality assurance. In recent years he has completed significant work on legal deposit, especially in an electronic environment, and has led a major academic library cost-benefit study using an adaptation of the contingent valuation methodology.

Education

David holds an honours degree in Modern Languages (Italian and French) from the University of Oxford. He speaks Italian fluently and French adequately, and has presented papers in both languages. He is also able to read German and Spanish well, and Portuguese for gist. As an author, he has contributed to books and journals on numerous occasions.
